Jatei Kashin Lucius / Lucius the Shadow Vassal
Level 1 DARK Fiend-Type Effect Monster

You can only use each effect of “Lucius the Shadow Vassal” once per turn.
(1) You can banish 1 Level 5 or higher monster from your Graveyard; Special Summon this card from your hand. You cannot Special Summon monsters from your Extra Deck for the rest of this turn.
(2) If this card is Tributed for a Tribute Summon: You can look at all Set cards your opponent controls. Your opponent cannot activate cards or effects in response to this effect’s activation.

They fucked over Thestalos. We saw the Fire one first so I thought they were all going to have a discard cost to summon, but then you see all the other ones come out at a +0 then have a gr8 utility effect or +1.

Ok, so;
Lucius has an easy summon condition, and a meh secondary effect.
Garm also has an easy summon condition, and a great secondary effect.
Mithra's got the easiest summon condition albeit a tad counterproductive, and a decent secondary effect.
Landrobe's got a mediocre summon condition (flipping monsters facedown would be awesome if it didn't target, which all of the monarches do and therefore this just adds to that weakness) and a solid secondary effect.
Berlines has a terrible summon condition and an underwhelming secondary effect.
Garm Lucius and Mithra appear to be the ones you want to use. That being said Mega Mobius will always be better in Frogs than Monarches, so Garm still feels at some level kind of pointless. Lucius and Mithra suffer a similar issue with Fires of Doomsday and Photon Sanctuary respectively, but the secondary effects make up for it in some ways.
The field spell is fucking amazing and the kind of shit that makes not having an extra much more meaningful.
